If I had to guess, they tried to stick with the building motif established by the G-Max. But going upwards wouldn’t work because of the G-Max, and going upwards would look stupid as a normal evolution, so instead they went with a different type of construct. Pokemon also take inspiration from several things, so maybe they thought, “what’s a construct that we can combine with a railgun”, a bridge was the obvious choice. They also based Duraludon (mostly the G-Max) on this one British building called The Shard, so they might have based the evolution off of Iberian bridges, continuing the motif of famous constructs.

It's a ridiculous creature but I actually like it quite a bit, despite not holding Duraludon in high regard. Maybe it's because I can respect them going all the way in with the building motif, as compared to its pre-evo that's an ambiguously-shaped chunk of metal whose inspiration you can only tell once it G-Maxes.
