Compare the SV friend group with the one in XY. I fucking HATED the XY friend group cause they were all soulless husks who sucked your cock for no reason right from the get go. They barely interacted with each other either. The SV friendgroup is basically the complete opposite of that. They've never met you before and are all kind of weird. Nemona is a battletard, Arven is an asshole until he warms up to you and Penny is shady with her two different personalities (if you assume that Cassiopeia is also Penny). They need some time to become your friends. Arven and Nemona interact earlier in the game and can't seem to stand each other. Then Penny also gets added in the endgame sequence and their different personalities clearly clash. But THAT'S a million times more interesting than them just acting like best friends from the get go. It's way more fun to see them bicker instead of just being nice. So Penny being a bit of an asshole is a good thing. It's memorable and it stands out and implies things about everyone's personality. So I really don't get why people complain about it.
