No, having a locked door doesn't add world building, it just makes players think they're missing something. If you absolutely must add a non-functional door, like as a facade of house that's not part of the playable area (like if the player is in a neighborhood) then you should at least put some sort of message or something on the door like "We don't know who lives here, better not bother them." or something to that effect, so they know it's not part of the play area.

You start off the route with a rollerskate rail in the corner of your view that naturally guides you down to one of the doors that you can't access.Because the direction of what you're supposed to do after isn't exactly obvious, it makes it harder for the player to find the correct place to go which is threatened by aggressive wild encounters that can't be countered with repels. In the case of Pokemon, there's no real threat from the weaker enemies and even if you were to faint, you just arrive back at a Pokemon center and can easily restart, but I understand the idea they were trying to go for.I agree with >>56106333 that the reality of adding non-functional doors is something unsatisfying. Adding opportunities to collect the other passes for the doors once you have completed the Power Plant quest would feel great after having being barred out earlier. It's just important to understand the design choices that were made in the first place to properly critique. Praise the developer for experimenting with non-traditional route structures and going out of their way to create detailed 3D models to enhance the route design and Kalo's worldbuilding. Criticize the lack of eventual payoff, but don't misconstrue it to claim things like it's "Volcanion's home" when the game explicitly states otherwise.
