Makes sense when you remember moves like Drain Punch, Mach Punch and Power Up Punch exist, meanwhile I don't think there are any biting utility moves, and stuff like Thunder and Fire Fang are pretty low BP.

Have you considered that maybe punching moves are a lot better than bite moves.
Drain punch, elemental punches, power up punch, mach punch, what does strong jaw have that compares? Poison fang? lmao

Leech life should be considered a biting move. Not that any strong jaw Pokemon learn it, but still.

Sharpness is more egregious. Bite moves are typically 60 power so it makes sense to boost them more. Punch moves are usually 75 so internally maybe it made sense to them to boost less. But then most cutting moves are 70 and got as much of a boost as the bite moves.

As other people mentioned - there's more good punching moves than biting moves. It's the same reason why Sharpness increases power by 50%.
