To go further I have a conspiracy theory that the Gen 3 legendaries are inspired by Final Fantasy 7, with Groudon, Kyogre and Rayquaza taking after the planetary weapons. Notably FF7 has Ruby, Sapphire and Emerald Weapons, and Ruby Weapon has some visual similarity to Groudon as well, though the others are more of a stretch. Their original function may be similar(defending the planet from critical threats), and I think this ties into what the original idea for Deoxys was, which may be inspired by Jenova. The Delta Episode plot in ORAS has some resemblance to FF7 as well but I generally would discount ORAS as it ignored most of the original ideas, but this may be a legacy carryover
