If an opponent's Urshifu taps Surging Strikes, but you tell your Cutiefly to dodge it and it does, then that's that. There's nothing they can do about it. In-game battle logic is very different. You bring a Cutiefly to a VGC tourney they'll try to get you tested for mental illness.
