>>56214050You may not like this answer this answer but, according to Bulbapedia, the main reason is because in Kamen Rider fashion, one of the main point of Kamen Rider is using the power of evil for good. Many stories goes with normal human beings who were given their power by evil beings. The original Kamen Rider was that, with a regular guy who was kidnap and turn into a cyborg to take over the world, but escape and fight to protect everyone else from this evil organization. Dark types in Japanese are known as Evil type. Basically, Lokix have evil power but uses them for justice. It's a good Dark type.
