Alakazam and Gengar had the same thing happen. Machamp has always been pretty slow. Exeggutor in particular got sidelined by the special split. And other mons didn't mesh well with the weather, trick room, or other gimmick teams that later dominated the meta at certain points. Starmie being a fast special sweeper that has retained its useful stats, movepool, and typing have kept it towards the top in singles and doubles for pretty much the whole series, even if it never really was brokenly overpowered at any one point.
