New to emulators, can help me set this up? I have an issue where I keep having noise, see the bottom of the ears. How do I solve this? Using VBA

Use mGBA or bgb instead, VBA is an holdout from the previous era.
That said, shit like that shouldn't happen without filters or some form of upscaling. Make sure the game is rendered at the proper res.

Not exactly but resizing the window might indeed apply some form of upscaling depending on which emulator you are using. There are different techniques and I guess VBA's isn't the most accurate.
Maybe the aspect ratio is slightly off? Other than that I can't really help you, but check how the game looks like at native res and x1 size to confirm if the issue is even upscaling-related and not just VBA being shit.

VBA and all it's forks are from the era when emulation of GB/GBC/GBA was poorly understood and there was no effort made to maintain accuracy. If you use VBA you just need to deal with the fact that things will be looking or working wrong.
Want to make your issues go? Use better emulator.

This, VBA is old. I compared VBA and MGBA side by side once and MGBA was so much clearer looking and more colourful like picrel, VBA is ancient history. I think VBA also has on bilinear filtering or something by default that makes it blurrier?
You can use it if you want OP, but that would be fucking stupid.

Also, pretty sure most GSC romhack devs use BGB.
