Because Game Freak didn’t give HIM to Karen the dark type user in Gen2 or Lance, the Champion in GSC, because the philosophy for using new Pokémon was different back then. they were meant to complement the old pokemon roster, not replace them, meaning Gen 1 Pokemon would be overall more common in the wild and on NPC team while Gen2 Pokemon were mainly used to fill out new encounter methods, reward exploration, and add diversity to NPC’s when needed but even then showing of the new pokemon wasn’t a priority.
The problem is Hoeen completely changed the rules and made new Pokémon main focus and because later Gens follow suit, Johto ends up looking as a misfit and getting no respect hence constant comments about “johto trainers hating their own pokemon” >>56460411 and “johto pokemon are too shit to be on gyms” as if Bugsy would be worse if he uses a Heracross, Ariados, or even Ledian, instead of fucking cocoons.

Also your question is fundamentally flawed, because it stupidly implies Pokémon are never used by trainers outside their generation, when Pokemon show one later gens teams all the team, johto is just the only one that gets shit in for it due to skibbidi-obsessed tide pod eaters made Johto into their whipping boy. Even Unova (who’s entire gimmick use using only new pokemon until postgame, to avoid being constantly shiton like Johto) recanted and added the old Pokémon back in B2W2 (the game grimsley uses Ttar)

Also Lance actually does use HIM (Ttar) as part of his team in Stadium 2, which has far better team comps for boss trainers overall, not just because more Gen2 Pokemon show up but also due to more willing to have off type choices and not blowing teams slots on repeats, but you probably weren’t alive back to know that
