Sakurai has announced that for Smash 6 he would consider including a Pokémon for every generation missed (and Gen 2 since it only has a clone joke fighter in Pichu) and he is asking (you) to choose the representative for these missed generations. The only criteria is that you must justify that the Pokémon has a unique enough playstyle to be included into Smash, the popularity of the Pokémon does not need to be a factor here.
Who do you choose and why?

Deoxys, for form-changing
Musharna, for a unique playstyle and dreams
Basculegion, for Hisui and regional evos
Cyclizar/Koraidon/Miraidon, for a stance change fighter

Scizor as a slow, tanky brawler with a Fury Cutter mechanic that makes its Smash attacks stronger (they start off weaker than average and cap somewhere around Incineroar Revenge level)the more consecutive blows you land on a single opponent

Blaziken, this should be fairly obvious as a moderately fast All-Rounder type with above average jumping ability, that focuses on mostly kicking attacks that give it decent range

Weavile, as a frail, speedy combo fiend with low KO power that can freeze the ground to slow opponents and extend its movement options

Serperior, as a technical ranged fighter that excels at stage control by using Leech Seed and Grass Tornado to set traps and cut off approach angles

Cramorant, because its funny... a projectile specialist with decent mobility and recovery, can use Surf as a side special to cover ground quickly, Dive as a down special for escapes and combos, both moves power up its neutral special, Gulp Missile, which normally fires Arrokuda that deal moderate damage and make opponents take more damage from your other attacks for a short period, powered up, it fires Pikachu instead, which stun momentarily and make the opponent be launches further from Smash attacks

Gen 2

Smeargle - can learn almost any Pokemon moves so the sky's the limit for moveset potential. Its special gimmick is like Kirby: it can copy moves from other characters using Sketch (however you won’t lose the attack until you lose your stock). Final Smash: paints a portrait of its opponent, the opponent dislikes it, Smeargle gets upset, smashes the portrait over their head, and kicks them out of its studio.

Gen 3

Gardevoir - See Pokken and Pokemon Unite. Final Smash: Mega evolves and traps opponent in a blackhole, move functions just like Zelda’s final smash.

Gen 5

Zoroark & Zorua - Illusion ability lets you take on the physical properties of the transformation (ex. Turning into a bird lets you fly like a bird and you can turn into something as small and light as an ant or as big and heavy as an elephant). You can also summon Zorua (it jumps out of Zoroark’s hair) and command it to transform or attack. Final Smash: a multi-slash attack followed up by a giant Zoroark / Zorua crushing the opponent.

Gen 8

Inteleon - See Pokemon Unite. It can snipe foes with his water projectiles (headshots do more damage. Characters like Kirby only take extra damage when hitting the top of their head.), turn invisible while soaked, glide with its membrane, set up water bomb traps, and stab foes with a knife hidden in its tail (this is real, see Bulbapedia). Final Smash: G-Max Hydrosnipe.

Gen 9

Tinkaton - In addition to her hammer attacks she can attack with Stone Edge and then smash the rocks to launch stones out at her foes. Can upgrade her hammer using certain items or metal ore (found by digging up the ground or smashing rocks). Final Smash: uses Smack Down launching her opponent into the sky knocking down a Corviknight, then Tinkaton finishes the job with Gigaton Hammer.

Gen 2

Delibird - Gimmick: can randomly pull out various items from its sack. Can shoot Ice Beams, recover with Drill Peck, and leave mystery presents on the field that will either blow up or heal on contact. Final Smash: Delibird runs over its foes using Santa’s sleigh.

Gen 3

Zangoose (& Seviper) - gimmick: Seviper will pop out of the ground to attack Zangoose. You have no control over Seviper as it will try to lunge at and attack you (it’s recommended to let it hit your foe instead). If Zangoose gets poisoned it will activate its Toxic Boost ability. You can grab and equip Seviper and Zangoose can use it as a whip / flail or Fling it at your foe where it will Wrap around and immobilize them. Final Smash: a multi-slash attack which launches the foe into a snakepit followed up with Zangoose blasting the pit with a Hyper Beam.

Gen 5

Samurott - stance change gimmick: can switch between running on 4 legs and 2 legs. On 4 legs it can stab foes with its helmet, swing its sword with one hand, and recover using Aqua Jet. On 2 legs it will move around with Surf (similar to Kirby’s Water ability), can swing both its swords, and recover with Waterfall. Final Smash: a cinematic samurai shodown where you are the victor (see Kirby samurai mini game).

Gen 8

Sneasler - Gets a Move Mastery meter (can spend meter to give moves strong or agile style bonus). Can climb on any walls or ceiling (will drain the Move Mastery meter and you will fall when it’s gone). Can stuff an foe inside a basket (similar to how Yoshi can trap you in an egg). Final Smash: a multi-slash attack followed up by Sneasler trapping its foe inside of a basket, climbing up a side of a mountain, and then throwing the basket down a cliff.

Gen 9

Slither Wing - See the Pokemon fan game Close Combat. Final Smash: Larvesta, Volcarona, and Iron Moth show up, they all Terastallize (Fire Type) and use Tera Blast and Flamethrower together.
