Why is Pokémon so protective of its IP? You see other failing franchises like Sonic incorporating fan designs, concepts and even games/programmers into the official canon because the fan base has a lot of passion and outdo the official teams and then you have stingy Gamefreak still building bricks on a game from 96 with a team of 300 people, with creature designs getting worse and worse every year. Fangames get C&D, good fakemon not even acknowledged, beloved features removed every new game.
