At least some ghost moves stayed physical after the gen 4 split. Every dark move from gen 1-3 got rebranded to a physical one, just to point out how retarded it was in the first place.

Gengar's Shadow Ball hits slightly harder than Sneasel's in Gens 2 and 3. The reason Gengar doesn't use it is because it has much better options to choose from. Sneasel on the other hand is pretty much forced to have Shadow Ball.

Meanwhile, everything dragons do is physical, even including their breath which can sometimes be considered magical depending on the setting but doesn't need to. In fact, dragons are more often than not anti-magical.

In Gen 1 about 1/3rd of moves are Normal type. Ghost was the defensive type that was immune to your character's basic attacks. Remember, Gen 1 was made in the style of old JRPGs. It wasn't uncommon to have a dungeon with a gimmick like that.
