I think Gen 2 has the consistently best designs. There's Pokemon from other gens I like more but as an overall 'dex I think it's overall design-wise the solidest. There isn't a single Johto Pokemon I think looks ugly, which I can't say for any other gen. It just has a really strong aesthetic.

I would say the Kanto dex is still the best and most consistent after all these years. Every Pokemon in Kanto has personality and feels purposeful. Sure, there's a handful that have fallen into irrelevancy over the years, but in a vacuum it's the dex that stands on its own the best.
