>>56574411Maybe but there are plenty of other Pokemon who hatch "full-grown" that they never gave a baby to, including ones from gen 2 e.g. Skarmory or Stantler. The actual reason is probably just they though babies would be a cute gimmick and didn't care as much about trying to make pokemon stronger or more competitive back then.
