In Stern's case, I don't know if the bunch of grunts that raided the museum were led by an admin in the games so it might've been an optional appearance there (would've been a wasted opportunity to just use grunts though imo). But Cozmo in particular gets forced to collaborate with a group led by an admin in the games. It would've been reasonable to decide on a final appearance for at least one admin of each team early on, since the player meets the evil teams early on and eventually meets these admins.
