He means Crystal style animations. Emerald, DPPt, and HGSS use two to three frames which are rotated and scaled to give the appearance of an animation whereas BWBW2 breaks up the sprites by body part and then animates them. Crystal used actual animation and they were initially planning on doing Crystal style animations in RS, but they gave up early on because it was too much work to animate almost 400 Pokemon.
Honestly the Crystal animations are more soulful than the Emerald ones, though I do understand why it's not worth the effort.

You know, this makes Gen 5 make a lot more sense.
They probably wanted to return to this in Gen 4 but recognized as too challenging and time consuming. Redrawing the Pokemon split apart however would take far less time than drawing individual frames, as well as taking way less time too. It was a compromise they settled on, in short.

Just Wailmer, Kecleon and Azurill. They were the first gen 3 pokemon revealed, so I guess they were part of a very early test or demo or something where they were toying with the idea of animating the pokemon.
