Would Goh and Chloe leave and Ash's adventure continue with new companions in PM23? Would Ash be retired and Goh and Chloe become the new MCs, with perhaps an additional new companion or two joining them for PM23? A shame the recent leak didn't give any insight into what the plans were back when Goh and Chloe were conceived, unless I missed it.

The fact that Journeys didn't turn around the ratings, even with all the marketing in magazines, etc., they did, probably sealed Ash's fate. Also, since it's now clear they actually were (and are) aware of fan reception of the show to a large degree, they were obviously aware that Goh was likely too polarizing to keep around. And Chloe wasn't sticking around if Goh wasn't, so she was another causality. It's entirely possible that, had Goh and Chloe been handled better and been "universally well-received," they could have ended up leading PM23, but probably only if Journeys had actually seen a tangible bump in ratings, too.
