Also, a big thing which help balancing megas is needind, the trade is losing a item slot which is HUGE. An item can make you go faster, hit harder, tank special hits better, heal you from status, make sure you always lives at least one hit and more, it's the reason why certain megas like Gyarados, TTar, Latios, Slowbro and a few others were it a see-saw relationship between vanilla and mega. Megas were always balanced and so were Z-Moves, it's only stuff like MAX and Tera which pushed the strain of balance.
