One Mythical who doesn't intrinsically know how to use its powers for the right thing and everyone loses their minds. Possessing negative qualities or carrying out bad acts doesn't automatically mean you're evil. Nothing of what Pecharunt did shows wrongful intention, much less desire to harm others. He did not feed his parents mochi to enslave them because they remained the same save for their awakened greed, he instead did so to get as much love as he possibly could, and ironically it was Pecha himself acting as a servant to them. He did not chain the loyal three because fuck these Pokemon in particular, he did so because each of them held a deep desire for something and he had the means to grant it to them. If he learnt anything from his parents is that giving them what they want means that in turn he gets what he wants, in the form of love and/or aid in his quest. He shows clear signs of affection and is obviously attached to his retainers so he views them as comrades rather than slaves, not to mention the three work together and show concern for one another, showing their relation is positive even when the boss is not around. When they steal the masks, they wait until Ogerpon and her friend are gone and the cave is empty. The instructions he gives is to quietly sneak in to grab the masks and leave. Of course that doesn't matter, things take a wrong turn, the guy comes back and he's never seen again after the ensuing commotion, a mistake they immediately pay for with their own lives. Finally in MM, lost, scared, alone and pissed, he unleashes the full extent of his powers to throw a shitfit because things didn't go his way. And rather than harming others, or trying to extract revenge, all he does is make people dance. The entire ordeal ends up as little more than an anecdote. What does that make him? A total spoiled brat with underlying attachment issues and an alarming lack of foresight. Did he get what was coming to him? Probably. Is he actually evil? No.
