The quest starts when that guy was about to evolve his Eevee but then it went missing, and he asks you to make these muffins his Eevee used to love eating to try to find it. You eventually run into that Umbreon, he doesn't recognize it, and your character comes to the obvious conclusion that the Eevee evolved and tells him. He feeds the Umbreon one of the muffins and realizes it's acting just like his Eevee and is happy to have found it again, as well as is surprised that it evolved on it's own. (I like the subtle hint that the Eevee really liked him since Umbreon is a friendship evolution)
