Remember that rock and ground makes sense as separate types just like water and ice, and combining rock and ground will just create balance issues (bug resists ground and flying is immune to it but they are both weak to rock,steel resists rock but is weak to ground. etc)and if steel makes sense as a separate type despite the fact that metal is a earth material than so should rock and ground
