I wanted to like it more than GSC but the Pokemon selection is shit, TMs are the worst yet, level-up movesets still suck, and the level curve is still a problem (reached E4 with average team level of 41 and Steven had a level 58 Metagross). I literally changed from Set to Shift just for Steven because it was unwinnable without spamming X-items or healing to stall PP.

My ranking
GSC > RS > RBY

But all have too many problems to actually be fun to play. I would never replay these games unless it was on a emulator with speedup. Hoping the next games are better (will play the Gamecube games then DP).

I’ve done it. It only takes a few hours. Just fish each tile twice and you’ll get it eventually.

45 is not a big ask for the E4. You’re fairly underleveled.

Earthquake, Shadow Ball, Sludge Bomb are good. Return is also good and you can get one per week.

I only have a problem with this now because I've played Hoenn so many times that I've basically used everything. but it has plenty of teambuilding options for a few solid playthroughs. don't be afraid to use shitmons, some of my most memorable runs have been with weird random Pokemon like Minun, Slaking, Lunatone

If you have a Smeargle, there is no TM beyond your reach
Also, there are quite a few decent Grass types, like Roselia, Oddish, and Sceptile... Ludicolo takes a bit of effort, so I can see the issue there, also Breloom, even with its middling Special Attack, can handle things fine as a mixed attacker in the campaign. Banette is one of the strongest Shadow Ball users available, and Dusclops can tank anything the game tosses at it, and can actually dunk on Drake's Salamence with Ice Beam despite its shit offenses
Like pretty much any other Pokemon game, your definition of "shitmon" depends on how creative you're willing to be with your TMs and team composition

On paper and cheating a bit with dual types evolutions possibly later down the line, I recall you can get at least 3 of every type bar Ice/Ghost/Dragon by Flannery. There are holes in terms of stat archetypes for sure- no Gastly, the good bugs are much later, no true speed demon fighting type, Slugma isn't great, the two ice types are blah. But you have stuff to work with.

Sludge Bomb is not good as it's only super-effective to Grass which already has way too many weaknesses and just a few mons can learn it, most of which are poison types (very frail typing back in the day) and it's not worth using it on any mon who doesn't benefit from STAB Sludge Bomb

Sludge Bomb was unironically one of the best options for dealing with Wallace's Ludicolo... also 30% Poison chance isn't bad for wearing down bulkier enemies
