You might be able to argue water/rock or steel.
Nothing else would really fit. But he is fine as a mono water type. It's not like Ferlgator where it "feels" like he should be a Water/Dark.

Samurott is kind of like the Infernape of its gen due to the lack of really relevant or interesting Water types to use. Even then there's still Seismitoad, Swanna and Jellicent, which all while not amazing at least have more going for it than Sinnoh relying exclusively on Rapidash
