Why doesn’t The Pokémon Company let me buy high-quality figures of more niche Pokémon? Even more popular Pokémon don’t have high-quality figures.

I don't know, there are talented people out there that work with clay, or CAD.
Hire an artist to design and 3-D print you something, or make a clay figure.
You get something one-of-a-kind, styled to your taste, and TPCi doesn't get a penny.
