Why are crimes really only committed by evil teams in the pokemon world? Has there never been a case of some lone crook knocking over a bank or mugging someone with the use of pokemon?

Mob (gang) mentality.Mobsters don't appreciate it when some small timers cause trouble on their territory. If the police don't find them, the mob might put more effort into it.iirc the show does have a few instances of someone breaking laws or rules, but usually has a reason other than monetary gain for it
