I'd say Lickitung and Tangela get a pass for being those one-off wacko Pokemon you'd never use and were hard to find, that only got a modicum of attention in a later generation. They're popular because they were unpopular. Also Lickitung has its tongue.
Gloom gets a pass for having the whole

My main argument is that Horsea is relevant by proxy of Kingdra being Claire's ace, and Weepinbell, despite belonging to a line of one of Erika's ace Pokemon, it's stuck between the two polar opposites of the horny spectrum

Also, it's just simply not pleasant to look at. Don't lie to me and tell me you've willingly used a Weepinbell when you've had a Leaf Stone ready to use on it in your bag in any Pokemon game. I hated the fact that stone evolutions didn't learn new moves on level up, but even still, I hardly ever used a Pokemon from the Victreebel family, and when I found a shiny Bellsprout in my copy of Fire Red when I was a kid, I instantly evolved it into a Victreebel after it evolved into a Weepinbell, and I'd do the same today.

Lickitung was in the anime too and was pretty well known for actually being a good Pokemon for Jesse for a time. Weepinbel is often skipped over however, even James' in the anime was just a Victreebel which is a lot more memorable.

The problem with Gen 1 Pokemon is the anime entirely, because of the PokeRap, how many Pokemon were around, and just how much merchandise there was. If we're talking purely game mechanics and often you'd run into stuff or not get it then it boils down to quite a few.

Golem (Probably the least memorable of the trade evolutions), Horsea/Seadra, Tangela, Lapras (A lot of kids never talked to the one trainer), Mr. Mime, Chansey, Tauros, Farfetch'd, Electabuzz, and especially when you want to factor in overall version exclusives. Again this is just talking purely about the games and nothing else.

Overall, I'd say Seadra is less memorable than Horsea for the average person, Horsea was in the anime at least, Seadra never really got anything worth a damn.

Seel and Dewgong aren't the least memorable BECAUSE they're often listed as the least memorable. It's what they're known for as. It's like claiming Finneon and Lumineon are the least memorable for the same reason.
