This trait was also communicated well in his explicit character arc as he had good reason for being that way (his dad being the tower tycoon meant he had a role model to chase) and his attitude and actions changed as you progressed, with his pokemon not being so underleveled for your last battle with him, the only battle where he comes at you from behind (in DP his teams for his second, third, and 4th battle are also scaled to be on par with players who skip straight to the battle as soon as they can, but his final team is much more competently trained). All that, plus the fact that his team in general is made up of 6 of the strongest fully evolved pokemon by the end of the game makes him the best if not at least one of the best rivals in the series. The only rival I'd potentially rank higher is N if he even counts.

He doesn't get a Pokédex and complains about it and Rowan calls him out for running from the lab before he could get one. He loses to Jupiter and has his pride crushed when he really needed to win and protect something. He's actually the one who's nearly late to the Spear Pillar, and now he has Heracross and Munchlax which shows that he's learned patience, and you beat Mars and Jupiter together. He's not an explicit asshole like Silver or a self-fellating jerk like Blue, but he's at least still trying to be competitive with you. He shows up as frequently as they do without the overkill that Gen V+ rivals have where you see them every route. Like I'll say Cheren has a character arc, but it's so basic and cliché and he never really feels like someone who truly wants to beat you.
