Purugly. It's basically only in two games, one of which is PLA and thus does not have a Hall of Fame, and there's no real reason to use it nor does it have a popular design. Even Glameow has probably seen more use for meme "can i beat the game with only unevolved shitmon!?!?!?" runsThough a lot of Sinnoh mons are also in contention like any specific Wormadam or Carnivine

MorelullMorelull is also the pre-evolution of a not-so-popular pokemon that, in it's first game, shares a type with two of the three starter pokemon (grass with decidueye, fairy with primarina), with it's earliest encounter in gen 7 being locked to night-time at levels 14-17 and evolves at 24, so roughly 7-10 levels later and it's evolved, and for gen 8 it's encountered under fog in giants mirror and hammerlocke hills, a weather type locked to the lategame, and found at a level where if you level it up once, it evolves. not to mention the easiest place to find one of it's line, glimwood tangle, has shiinotic instead.

>>56942266the thing you have to remember about phione is that, it's practically in every mainline game since 4 where you can get event pokemon and the elite four, with only LGPE and SWSH being the only switch games it's not in.so while technically it's not an easy or usable mon, at least SOMEONE has it as their tippy top favourite, and has gotten it into the elite four in all 21 games it's in. or 9 if you don't count separate versions.

Anyone brought Roselia to Hall of Fame? It's not particularly good against Hoenn's Elite Four and people usually evolve it to Roserade in subsequent games.
