Okay then that's why. It's catch rate is 3 in that game. Use a Dusk Ball at night and put it to sleep for best odds.

That's just RNG for you. I remember in LG I spent 99 Ultra Balls, 99 Great Balls, and like 65 Pokeballs on a 1 HP Paralyzed Zapdos before it finally caught it with one of the Pokeballs. RNG sucks like that, even if it pisses you off beyond belief.
