EX don’t evolve from anything but other EX, and it’s really only megas that do so. Mega Mewtwo EX cannot evolve from Mewtwo ex.Pokemon ex evolve from regular pokemon, with rare exceptions like the Eevee ex allowing other Eeveelutions to evolve from it.

Sometimes after the set is over sometimes during it in the small lulls between games. This way you keep yourself sharp, lock what you've learned into your memory and can make more effective decisions in the future. Staying locked in is also about decompressing, drink lots of water and take moments to get that anxious energy out. When I used to play HS tournaments I would literally run around my room inbetween rounds to get all of that anxiety out of my system.

Most of the other decks (not counting pikachu and mewtwo here), especially the one venu+eggs mentioned have evolutions on both the tank AND the wincon. Most of the other decks generally follow this format as well. If you can't time your evolution properly in those situations you only have yourself to blame.

Jiggs literally cannot hurt you and only has 50 HP. Generally speaking, a status focused deck doesn't really have an endgame, so you can beat it by outliving it and setting up your wincon. There is nothing unreasonable about evolving and oneshotting the jiggs at the appropriate moment.Even with Wiggly, which can oneshot lower evolutions, its a slow card to build up from the bench (faster in the active spot, but then your jiggs can die before that). Getting outpaced by a set up wiggly just means either you or your deck sucks.
