If you play Pikachu, you can run into any deck, but only meta ones. If you play Charizard, you fight mostly Pikachu and Misty. The reason I think Charizard and Misty are lowest is because that's the decks you fight if you play less-meta decks. Exeggutor tends to match you into Mewtwo. I don't play Koga, so I can't say for sure, but I only ran into Koga if I was playing Mewtwo or Exeggutor.
