The only explanation I can think of is that during his expedition, Heath and his team time traveled to a future Area Zero or an alternate timeline of Area Zero, and witnessed existing Paradox Pokemon (which were brought over by Sada/Turo).This leads to Heath creating Scarlet/Violet Book, which ends up creating Sada/Turo's fixation on the idea of Paradox Pokemon, which is how they end up creating a time machine to bring over Paradox Pokemon into Area Zero, allowing Heath to witness them in the first place.
