im pretty sure they said that any pokemon that gets cut doesn't get added in to a future game however artists working on the game can look back at the unused designs for inspiration for a new pokemon as long as its not a 1:1 copy of it.

This. Using Pokemon moves to explore is good game design. There's no reason the player can't beat the game with suboptimal moves. That's what the E4 and PvP are for.

To add, I wish there were more incentive to use pokemon you normally wouldn't. I wouldn't mind areas that can only be explored via field moves of specific species. Meaning you pretty much need that species to traverse there. And maybe combinations, forcing certain team compositions. Give me a dang sushi factory where you need Lickitung. That'd be kino.

We already have. Both Stanler and Donphan were cut gen 1 mons that got redesigned and put into gen 2.
