Mewtwo, it was made to be the ultimate battle Pokemon and the most savage one. It's canonically stronger, especially the fact that it can Mega evolve while Mew can't in some timelines.

Now you can debate Mew can just transform into Arceus or Giratina or whatever and deal with Mewtwo, but literally the entire point of Mewtwo is that it's basically a man-made evolution to Mew rather than just a Clone.
