Also it's probably safe to say they have helicopters and various other services like that too. You have to remember that you're a kid and your brain tends to filter out certain things and places as a kid (why we never see hospitals, police stations, etc. typically). I mean hell it's not like a magical HM/Move suddenly means a Pokemon can't fly or surf or anything. Otherwise water Pokemon would just be constantly stranded on the beach suffocating to death. Just ignore gameplay mechanics when it comes to lore sometimes.

I do a logistics job for hospital supplies in Canada, and you'd be surprised just how many villages and small communities there are that can only be accessed by air. Sootopolis would be similar. It's not even strange.
