Ghost Pokemon are not actually DEAD but just have the essential qualities of SPIRITS. And give human fallability they are therefore just ASSUMED to be GHOSTS in the way Jays assume.

Ghost types are living pokemon whose species are created through literal ghosts, but then reproduce normally.
E.g. the first Hisuian Zoroark were literally revenants of an extinct subpopulation in ancient Sinnoh. A modern-day Zoroark dying under the right conditions might also result in the same thing. But once formed, they are alive and if a Horoark lays an egg, it hatches into a new individual with its own spirit and all that.
