Not all of them are related. Drayden adopted Iris, so she's not naturally from the clan, that makes Raihan a possible oddity of the Dragon Trainers. Zinnia and the Draconids are exclusively from Hoenn. Drasna's family was originally from Sinnoh/Hisui. Lance/Clair are seemingly native to Blackthorne, and as another anon stated, you have to work in the actual timeline with these character ages, for instance 14-24 years have passed between Gen 1 and Gen 9, so a lot has changed over time.
