I think its more just a japanese quirk thing than an attempt at asthma for them. For instance "she's so energetic and wild, that she tires out quickly because she just uses a full burst right from the get go" more like a sprinter than a marathon runner. Same type of stuff with Leon and directions for instance using Pokemon as an example. Japan loves doing that type of stuff with characters. But if you wanted to attribute it to asthma then yes, she's the first major character who would have it.
