If we ignore stats we don't have much to go with to compare. Mewtwo was made solely for fighting so it might beat most legendaries that aren't focused on that at least.

Depends, are we considering "Arceus" to be the fragment you get in-game or the actual Creator God itself? The latter would likely be immeasurably powerful but I'd imagine the fragment, whilst incredibly powerful, would still be bested due to the lack of a specialized stat without Nature/IV fuckery.
I reckon going off of canon abilities, Mewtwo wouldn't be able to best outright broken shit like timehax/actual space itself being cut or altered but anything else that isn't outright altering matter or space-time continuum alteration/manipulation would be fucked.
U-Necro has a very solid case considering it not only has a body that's surface exceeds the temperature of the surface of the sun but is also incredibly powerful and can absorb light and make it it's power source. I feel like Necro has too many things working in it's favor for the comparatively more grounded Mewtwo.

Does Lore Arceus have the ability to swap its type at will like in that one movie? He could probably win if he uses his plates correctly. Basically swapping types to tank attacks from Mewtwo while switching to Bug or Dark to hit with SE Damage. Mewtwo could probably work around this by shooting two attacks out at the same time though. Like it would shoot psyshock at Arceus who would switch to Dark to ignore the Damage Mewtwo would anticipate it and shoot an Aura sphere right behind the psyshock to hit Arceus with SE Damage. Does Mewtwo get mega forms btw?

Tbh in-lore M2 is not that powerful? Yeah he has powerful psychic abilities and minor reality bending stuff, but a lot of psychic-types can do the same so lol. Any other reality bending Legendaries/Mythicals are just too powerful and even without these Mewtwo just lacks sheer firepower of something like U-Necrozma.

Eh, Mewtwo is pretty impressive if you ask me. Especially if you give him megaforms. He has amazing type coverage and impressive mental hax and weather manipulation. Mewtwo's storm was equal to the three legendary Birds from the second movie. Its also implies Mewtwo's power is greater than the sky guardian Rayquaza's who could do nothing to stop the world ending storm. (Atleast in Rayquaza's non mega form). This also puts him above Kyogre and Groudon. (Also in their base form). So Mewtwo is atleast more powerful than most earthly legendary Pokémon. It's the more godlike creatures he might have issues with. Ultra Necrozma no diffs Mewtwo hard though.

Immense power struggling against an immovable object/unstoppable force is kino, they should do this as a plot. Mewtwo rebelling against God instead of a boring human evil team

Rayquaza was simply smoking weed in his tower and couldn't be bothered to stop these world ending storms. Rayquaza only gets involved when it's Kyogre, Groudon, or illegal immigration into his Hoenn.

Arceus is said in LA to be the fount of light, and USUM and LA had the same director/writer, so Necrozma probably killed whatever alternate Arceus ruled over that world.

Pretty much. Rayquaza only has the power to bind Kyogre and Groudon. In Emerald it’s suggested to be the true master of the power of the red/blue orbs, and in ORAS it made the seal locking them away. It’s not something that can totally deal with every potential threat.
