Tajiri's Pokemon 2 was based on all of Japan, as evident in the Spaceworld Demo, whereas Masuda was largely responsible for the Johto region in the final game. That's why he was given the role of sub-director of GS and role of co-director of Crystal. In short, Masuda did most of the heavy-lifting since 1998.

Gen 3 and Gen 6 are my least favourites for being boring, beyond Gen 3's abilities and Gen 6 introducing 3D graphics they both feel like vanilla Pokémon games. That barely dare to do anything different with the structure. Whereas the other gens are more risky and interesting.
