A smart scalper will lower prices now to sell off their current inventory for the biggest profit. Buying everything up only works if you can buy so much that you effectively create artificial scarcity. Otherwise it's game theory. Holding out for the highest prices would require the cooperation of all scalpers and even if they were cooperating they don't know when Pokemon will stop printing which means eventually they will run out of liquid cash to buy more. Keeping your money tied up in these boxes is not a good strategy in this instance.

That's not a solution since reprints always existed, with high and low demand expansions, only solutions now would be not selling more than 2 items per client/address to avoid scalpers, or my personal favorite: with every expansion released, post an official price list for every card. None of the single cards would be more expensive than a ETB or other sealed product so they actually can fuck speculators with that.

I don't know if they still do, but in the first half of the 2010s, WotC printed every Magic expansion for a full year; I think other TCGs should follow suit.

I believe especially that TPCi should also follow WotC's lead in requiring proof that you're a legitimate brick-and-mortar store to buy product.
