I don't think a Magikarp is winning a Kindergarten Spelling Bee any time soon (or winning anything at all really), but the fact that your starter pops out of their ball right before the Leauge to basically talk to you in USUM tells me they're on average a lot smarter than you think, even if most non-Psychic types are probably not operating at full human capacity. Going into spin-off material PMD has them creating a functioning society around roughly Medieval level without any thumbs which is probably slightly above how they're actually depicted.
