They always have two different teams working on different games at the same time. This means that many features are exclusive to games, like being able to take your entire party out of poke balls like in PLA, and only being able to take one out in SV.That's why, with the 2D games, the 'good' game would always be the one to come after, because the other team would catch up and improve on whatever game was out. This next game and Gen X have that advantage, they'll incorporate a lot of PLA due to fans really liking it.
