If I had to guess, the internal logic reasoning is that Nidoran is programmed to spawn as either sex, but Nidorina & Queen are explicitly tied to the female side
The mother species determines what egg gets produced, so the internal logic of the game would probably force female Nidoran to spawn
So by making only Nidoran able to breed, you don't lock out the male side

Supposedly RBY supplementary materials say they stop breeding after evolution, so theres a lore reason for it I guess, but I think my idea makes more sense

They really should just make Nidorina and Nidoqueen be able to breed. They are the two most strangest inclusions in the Undiscovered Egg Group.

I know what the lore reason is, it's not a good one. This doesn't apply to any other Pokémon, they should just change it already.

That's just how the worldbuilding works. They fuck like literal rabbits young, and then the female evolves so it can protect that surplus of offspring, as well as help their offspring's offspring.

If they aren’t explicit baby pokemon, then they’re sexually mature if neotenously cute pocket monsters. Also most if not all baby pokemon are of the humanoid egg group, so it probably represents a similar growth pattern linked nurturing their level and evolution facilitating the changes associated in human puberty and adulthood.
nidoran for example, the neoteny may be for the explicit purpose of not being hunted to death by human settlements and or being cared for by their older evolved forms.
It’s seemingly assumed most field Pokemon/other types of pokemon that live near people never get above level 20, It’s very rare.
That’s shown in the fact they evolve so early as aggressive prey animals. They’re basically giving up the ability to have more children for the ability to physically defend territory and breeding grounds with a quickly spurred evolution.
Pokémon is probably the only game where I really appreciate the implementation of the “levels” concept beyond being a simple translation for strength or difficulty. The regions where high level pokemon live are basically untamable wilds while simultaneously being gardens managed by the few high level trainers.
It makes sense for nidoran to be common as a base of their biomes food (and trainer) pyramid, while having such powerful evolved forms made to combat creatures from bordering wilder regions and even possibly designed from a meta as well as story perspective depending on your take on pokemon lore.
That’s before you factor in left field evolution triggers like stones/held items, and what they represent lore wise.
I’m not familiar enough with nidoran inspo or the pokemon lore to say where moon stones factor in for the king/queen final evolution, but mt moon being next to a field full of them was greatly appreciated and very neat to me as a kid.
