Its the only way this makes sense to me.
It makes sense to focus on Gen 4 because it has evolutions that build upon three earlier gens, especially Gen 2. Those that will be left out will probably appear together with leftovers from gens 5-8. We've already had so many Gen 5 Pokemon that it's unlikely they'll focus an entire set on them.

We're not talking about the initial opening it forces you into with the initial seeded Marowak / Eggexutaur / Arcanine, we're talking about the first of the four packs you open after that. The game forces you to open an actual, WP system-shared mewtwo pack for that, same as it then forces you to go into the wonderpick menu for that tutorial. It's only the three remaining free packs you get to pull after that where you / the script can scroll over to the other options
