Everyone takes the quiz, gets their pokemon, their partner, etc., and their playthrough will feel somewhat personal. So, trying to recreate that personal feel in a comic or story seems natural. Also, it's not super common but not unheard of in other fandoms too. I've seen some FF7 comics doing something similar, and animations or comics for Pokemon playthroughs/nuzlockes too.

In Chatot and Kecleon's case, even though they are male, I think the use case here is to imply a bit of a flamboyance or fake polite tone, since their dialogue also has them end their sentences with music notes to imply they're raising the pitch of the end of their sentences. For Dugtrio, the usage seems to be emphasized since he refers to himself as ワタシたち (watashitachi, we) to bring focus to the fact that he is multiple beings, since katakana can also be used for emphasis. It's not 100% consistent across the board, but usually for girls that use the hiragana format or for males that use the katakana format, there tend to be pretty clear-cut tells in those exception cases that these characters are meant to be one or the other. For characters where it's harder to determine the gender based on other speech cues and personality, this tends to be used to bring focus to the fact that they're female (or flamboyant). Super's plot threads honestly bring more questions than they do answers. They have two loredumps, one dumped before the climax of the game (Ch20) and one at the ending, but neither do a good job explaining anything>protagonist is summoned to the past to partner with Mew to stop DM>after defeating DM the first time, according to Celebi and later the partner, the protagonist duo is sent to the future (player being "summoned from the human world" a second time, and Mew reincarnating as the partner) to fully stop DM, but willingly lost their memories of the past to forget their mistakes and avoid making "the same mistakes", even though remembering should do the exact opposite>the protagonist's former human status is important for opening the sealed spring, but nothing about this is ever elaborated and is only used as a red herring.
