honestly I think the Lopunny doesn't actually spawn from the bench half the time. I decided to do the save reloading method on it for the rest of the night just to change things up. it randomly spawns in one of the 4 corners of it's area and at least if not 2 of those is definitely out of range I think

So If you fast travel to wherever phantump spawns, then keep fast traveling there over and over (assuming the spawn is within 50 meters), each time it gets rerolled until a shiny spawns

I've mentioned it before but go to cafe in 6 and go up to flaffy roof. The Alpha Pikachu above the cafe won't be there unless you get close enough to spawn it in by either going up the ladder or jumping off the flaffy roof. If it was spawning when fast traveling to the cafe you should see it from the flaffy roof without needing to get closer first. I'm not saying that it's 100% evidence but everything I have seen points to roof spawn not spawning while on ground while I've seen zero evidence proving they do. If you want to waste your time though be my guest
