Unlike TV series that people can watch for free, Pokemon movie requires people to pay money and watch them on theaters. Main reason Pokemon movie were declining was due to them being a gigantic fliers that people has to pay to watch so it eventually got boring. Off course people did got interested in new pokemon that reboot Ash might catch in the reboot movies but the 2nd reboot movie confirmed that Ash won't use anything beside Pikachu which make Reboot movies even worst than regular movies which is why Coco flopped.
