So it basically assumes the worst case scenario and instead of asking the question of how severe are the symptoms it asks what the symptoms are.Imagine that you have two tunees, a Chansey and a Hisuian Zoroark.In one case you get a kind hearted creature that is going to heal you and feed you its egg.In the other you get an undead revenant that rose from the dead thanks to spite for all living things, that is going to harm itself so it can kill.Obviously the situation can be reversed with people who turned but don't display PIPS-A symptoms. The Chansey turnee might be a dick, and the H.Zork might be a decent person trying to live their life.
